Allocating issues at a schedule level is about the allocation to respondents by the Auditee. Normally this is done once in the lifetime of the audit, and the allocation shall be followed for the given audit process unless it is changed. There are scenarios where this allocation has to be done for every schedule. This feature is to enable that.
