Answer
This could happen for following reasons1) Audit is configured under 'Multi-auditor' and under this mode of execution whoever submits last checkpoint only that auditor will get submit button.2) Auditor has not executed all checkpoints of assigned audit.3)There could be temporary issue with our system.
