When the user has auditee reviewer access but why is he/she still unable to view the audit issues for resolution?

When the issues are not allocated to the Auditee Reviewer, so issues are not shown up. Under Allocate Issues module, kindly allocate it to the Auditee Reviewer and it will be visible.
